Why it works

This build spends 5 points in Balance row 1 for Nature's Grasp plus max Improved Nature's Grasp, making your anti-melee root proc reliable. The next 5 go into Improved Entangling Roots and Improved Moonfire: you can cast Roots through pressure, then punish while moving with stronger Moonfire. It is a PvP control setup, not a pure damage parse build.

Gear is biased toward the high-survival side because level-19 PvP is decided by living through openers. Blackened Defias Armor, Sentry Cloak, Deviate Scale Belt, Leggings/Footpads of the Fang, and the PvP neck/ring give the best stamina-plus-agility package from the list. Advisor's Gnarled Staff is chosen over a harder-hitting mace because +8 Stamina, Intellect and mp5 are better for a kiting healer-control druid than weapon damage. Insignia is mandatory for breaking fear/charm/stun; if Horde, use the Horde version instead.

On the toughness curve, the efficiency knee is around balance 40: 360 HP from gear for only a 7% throughput loss. This set intentionally pushes past that toward the 60–70 range, trading roughly one-third of weighted throughput for about 530–540 gear HP, which is worth it for flag running and surviving swaps.

Play pre-buffed with Mark, Thorns and Nature's Grasp. Faerie Fire early, root melee, then kite with Moonfire and Starsurge. Cast Wrath only when safe or the target is controlled. At low health, use Survival Instincts, HoT yourself, Swiftmend if a HoT is active, and shift Bear when you need armor and stun resistance time.
