At 39 you cannot legally reach Mortal Strike: row 7 needs 30 points already spent above it, so this build goes 30 deep in Arms for the next-best PvP package. Improved Hamstring is maxed because random roots win flag-room and midfield fights, while Tactical Mastery lets you stance-dance for Intercept, Pummel, Overpower and Defensive tools without dumping all rage. Improved Overpower plus Deep Wounds/Impale makes dodges dangerous for rogues and hunters, and 5/5 Axe Specialization pairs directly with Bonebiter.

The gear is the balanced twink set rather than all-stamina. Bonebiter is the key weapon: slow 3.4 speed, strong top-end damage, +20 Strength, +10 Stamina, and it activates Axe Specialization. Raging Berserker’s Helm, Scarlet Chestpiece/Leggings, Crushridge Bindings and Gauntlets of Divinity keep mail armor and burst stats high. Defiler’s Leather Boots are chosen over mail boots because the run-speed bonus is a PvP stat; staying connected matters more than a little armor. Tidal Charm gives a second setup stun, and Defiler’s Talisman is a strong anti-melee absorb.

On the survival curve, the knee is around balance 50–60: roughly 1380–1410 HP from gear and only an 8–9% throughput loss. Going to 70 jumps to 1730 HP but costs about 21% throughput, so this build stays near the efficient toughness point.

Play aggressively: keep Battle Shout up, Charge when possible, apply Hamstring immediately, and Rend rogues/druids to punish resets. Use Overpower every dodge, Pummel casts, Disarm weapon users, and pool rage for Whirlwind/Heroic Strike burst. Save Intimidating Shout, Tidal Charm, and the absorb trinket to create kills or survive enemy cooldowns.
