Why it works

This is a bracket PvP Shadow setup: 4/5 Shadow Focus gives the important 4% spell hit versus players, 5/5 Blackout turns every Shadow damage spell into stun pressure, Shadow Reach keeps you safer, and Mind Flay plus Improved Mind Flay gives you a long-range slow/filler. Improved Mind Blast is the burst talent; use it to create kill windows after fear or silence.

The gear is the balance-60 survival point from the curve: 106 stamina from gear, 424 armor, and 1227 throughput-equivalents. The next survival step only adds about 30 HP while dropping armor and more throughput, so this is the knee where extra toughness starts paying poorly. Discarded Circlet, Corpsefeeder's Shedding, Defiler's Cloth Boots, and the Elderwild Construction Hammer plus A Lesson in Destruction carry the stamina without giving up much damage. Defiler's boots are especially valuable because the run speed is a real PvP stat. The QATest and Leafre spell-power rings are massive throughput outliers from the candidate pool; if your realm restricts them, swap toward stamina/mp5 rings, but this submitted set uses the strongest listed items.

Play pre-buffed with Inner Fire, Shadowform, Fortitude, and Shield. Open with DoTs, force movement with Mind Flay, then Mind Blast on cooldown. Save Psychic Scream for melee dives or to set up casts; Silence should stop a heal, polymorph, or other decisive cast rather than being used randomly. Shadow Word: Death is your execute button below 20%. When trained, Shield first, fear if they are close, and use Desperate Prayer or Dispersion before you are in one-shot range.
